I have not been able to receive any incoming emails since the evening of Friday 17 February. I get a message that 'The username or password for "Talktalk" is incorrect'. However, I have not changed my password. Outgoing emails are still sending. Any help would be appreciated please. Thank you.

I've requested that TalkTalk restore full access. TalkTalk Support will respond here and access will normally be within 24 hours. When access is returned the email account will authenticate.
All I'd add is that some devices will make automatic assumptions on what the settings should be so when you do the setup do double check that it's TalkTalk secure settings and not the device's choice of settings.

Hi Gondola,
Thank you very much for your helpful reply. My husband only accesses his emails on his iphone. Before sending the above message, I had deleted the email account and tried to set it up again, but it failed.
I would be very grateful if you would arrange for access to be restored and I will then set up his email account using the required settings.
Thanks again.

If the latest notification message from TalkTalk was advising "Our records show that you are still accessing your email using unencrypted email settings, because of this, from 17th February you will no longer be able to receive or send emails via this email app or software" this means your husband's email will not authenticate a password via the email app on the iPhone 13 until TalkTalk restore IMAP secure access.
The device is capable of using secure mail so why he didn't do a simple check of settings or just ask TalkTalk to positively confirm is unfortunate.
In the meantime he will have access via webmail and an up to date Internet browser.

Now, important question. Please don't ignore!... Are there any other ways other than the iPhone 13 that the mailbox in question is accessed? Mail collection service, works email, desktop, laptop, tablet, other phone etc? All connections must be secure. Webmail is secure by design so that's not an issue.
I can provide guides so he's ready to set up secure settings on the iPhone (and any other devices) for when TalkTalk Support restore access next week.
Prepare for TalkTalk Support - include in the Community Profile (not in these public posts):

By way of update, this is my husband's email and I have just found out that he has received some emails asking him to update his email settings. Unfortunately, he assumed this was spam!
