I am unable to send emails from Outlook on my laptop. I have not changed any settings. Even if I send to just one person I get an error message "Server error: '453 4.1.1 h5papNeDEuwYY Too Many Recipients (TT502)" which doesn't make sense. Can anyone please explain what is going wrong? I did a connection test yesterday and it appears there is a fault, although I can access the internet and receive and send emails with my other non-TT email accounts.

OK, so just to be clear there were 2 mail messages each sent to 24 recipients and each send was failing with the TT502 error message? Never any other error message? No TT501 error or indicating an error of not being able to deliver to a specific recipient?
The normal sending limit would allow the sending of the two mail messages in one hour without getting a TT501 error. But immediate retrying in any one hour would get a stop on sending for an hour and the error code would be Too many recipients TT501.
So my feeling is that you've exceeded the hourly sending limit and the continual retrys have triggered rate limiting that's now getting you the TT502 error. This means that the fix is simply to wait 24 hours without sending any mail messages to recover the full daily sending allowance and have any lower rate limit removed.
Which then brings us back to what happens in 24 hours when full mail sending is permitted? You may still have to identify why your distribution list was being bounced. You may have to send in smaller groups or individually to see which email addresses are not valid or are rejecting your mail.

The message above says 4 of 5 but I can't see message 5 which was my reply.
I resent the message 4 times so with 24 recipients that about 100. I just get one rejection email each time listing all 24 with the same error message, so I can't tell if there is one causing the problem. Is it a TT server problem or does it lie elsewhere?
I access emails through Outlook 2019 on my laptop. I also have them on my android mobile. There are no multiple connections from geographically distanced access points or any connections use a VPN host server.

resent the above email 4 times plus another email to a single recipient, so we are talking about 100 recipients. There are no multiple connections from geographically distanced access points / and no connections using a VPN host server. My email accounts are set up on Outlook 2019 on my laptop and on my android mobile.

OK, looks like an innocent issue probably caused by one of the email addresses not accepting delivery. Continued attempts to send the whole distribution list to a mail service that's rejecting delivery will likely get your sending rate limited as a suspect spammer. Rate limiting means that the number of recipients you can send to has been lowered as a protective measure.
How many times did you retry the send to all 24 recipients? Each time you send the whole distribution list a count of 24 is deducted from your sending limit. And if the limit has been temporarily lowered then it wouldn't take much to trigger a stop on sending.
Have you identified which address(es) are bouncing / rejecting your mail?

Yesterday I forwarded 2 Neighbourhood Alert emails from Dorset Police each to 24 neighbours. These bounced and I retried several times and also today. What sort of volume are we talking about that would trigger this stoppage? I only have one TT email account, but have 3 non-TT ones which are working normally. I do not use VPN. All my emails are sent from my home laptop. I am long retired so don't have a workplace connection.

TT502 means your mail sending has been temporarily halted by the spam protection system because too many mail messages have gone out from your mailbox in the last 24 hours.
So, what's your take on the number of messages multiplied by the number of individual recipients in each message. How many are we talking about?
Something that might lower the normal acceptable number of recipients is if multiple concurrent connections from different locations have been detected as connecting to your mailbox. This could be quite innocent, for example, a home broadband connection and a workplace connection perhaps via a VPN not hosted in the UK.
So, it may help to know the detail of how you connect to your email mailbox and if there are multiple connections from geographically distanced access points / whether any connections use a VPN host server.
Your sending may be rate limited right now and it will take a full 24 hours for the full sending allowance to be recovered.
