Hope this works.
You will need something like Thunderbird on your PC and then add both accounts to it, assuming you are using IMAP on your tiscali account.
Once added drag and drop or copy the folders from tiscali to gmail.
This should then move them across.
To check, open gmail to see if the folders have been recreated.
