I have a similar problem developed. I can send from my iPhone or through Webmail but not through Outlook or the ail client in Windows 11. On the latter I get a message 'We couldnt access this account (Tiscali). You might need to update your password or give the account permission to to sync to this device (my desktop). I cannot sent from Outlook loaded on this same device. I have changed the password and this has allowed me to send from my iphone and webmail. Prior to resetting password I could send from any source.

It seems to have righted itself now. I can now sent emails from all the mail clients and devices. Thanks

If the previous password was detected as weak or compromised then the mail servers that Outlook and Windows Mail / Outlook for Windows try to connect to can reject the connection.
Good to know that you can now send from TalkTalk Mail webmail and your iPhone email app.
Obvious question then... have you updated Outlook and Windows Mail with the new upgraded password? If these email clients are trying to connect using the former password then they will not be able to authenticate the connection to your tiscali mailbox.
