My TalkTalk and Tiscali accounts stopped working on 18th of June. I am using windows 8.1 on my laptop. Emails working fine on my PC but stopped send and received emails on my laptop. Any solution?

The TalkTalk server certificates for IMAP and POP3 secure connections were renewed on 14 May 2023. Those certificates are valid and present.
The version of Outlook you're using is not connecting securely with the required TLS 1.2 protocol. i.e. I'd assume Outlook is a version earlier than Outlook 2016 (later versions).
You can use TalkTalk Mail webmail via an up to date Internet browser (Not Internet Explorer). Edge (new Chrome engine version), Chrome or Firefox are supported. Or use an email software product like Thunderbird that is still supported on Windows 8.1 machines and that does contain its own TLS 1.2 ciphers so is not reliant on the Operating system.

On my laptop I am using windows 8.1 and email is outlook. For years was working no problem until now. I have tiscali email not working and talktalk.net email stopped working. I have tried new settings for tiscali icoming mail: mail.talktalk.net and smtp.talktalk.net dint work. Talktalk email stopped working as well. On the bottom settings says There`s a problem with server`s security certificate. The certificate is out of date. Servers must renew their certificates with a certification authority to stay current. Outdated certificates can be a security risk. Would be great if you could help me. Thank you.

Your post has been modified and moved to its own topic as the reported issue is not the same as the topic you posted on. Nothing of significance happened on 18th June to affect email delivery so my initial diagnosis is that the PC is using TalkTalk Mail webmail but the laptop is using an out of date email client or insecure settings and because of that TalkTalk have limited access to your mailbox via webmail only.
So, tell us what operating systems are on the two devices, what email software version is in use and what incoming server settings are in use.
