Currently have Fibre 65 delivered as FTTC then copper to the property.
I understand that BT/OpenReach are currently updating copper circuits both above/below ground to fibre in preparation for switching off the copper PSTN network by 2025.
As my contract for voice is with TalkTalk who will do what and when as part of the switchover?

We just don't know when, @jerryf.
Along the pavement in front of my house, CityFibre has laid its network. If I want Fibre in the foreseeable, I'll have to book Vodafone to install it, or simply move to Virgin. No word from Talktalk here, and they don't even do FTTC, just ADSL. No guarantee that they will do a deal with Openreach or CityFibre in the near future, or simply wash their hands of us.
You can do the CityFibre / Openreach checks to see what is currently available, with whom now, and you can do your Talktalk "expression of interest" check, but nothing is certain unless currently available - and even then, you will be at the mercy of the availability of engineers.
The contract is always with the ISP, not the maintenance company.

The copper connecting my TalkTalk Fibre 65 is underground OpenReach.
TalkTalk do not offer FTTP to our property at the moment.
toob, a partner with CityFibre have just erected new telegraph poles along our road and are offering very cheap broadband only deals as part of the Government's Project Gigabit.
So, as my existing TalkTalk landline is carried over OpenReach copper which I believe will be replaced by fibre in the near future my question is still: who will take what action and when, if/when OpenReach replace the existing copper with fibre given that additional equipment and rewiring is required to maintain a landline connection.

It would still be through Talktalk, @jerryf, if you wish to continue with them.
Sometimes the Fibre in your street may be run by CityFibre or another company rather than Openreach, and Talktalk may or may not currently have arrangements for any of them to install it for you.
