Is it possible to to get a TalkTalk TV Hub with programme recording facility ( PS: I have a fibre broadband connection)?

As @ferguson says, they are no longer provided.

 

A BT / EE Pro box is based on YouView and you can record 4 programmes at a time (available from CeX or eBay), or the Freeview based Manhattan T4R box is available from retail sites.

 

If you do buy your own box, don't forget to phone the loyalty team to cancel your TV contract and arrange to return your TV hub.

No, there is no such creature I'm afraid. Your only alternatives are third-party products, or expensive TV packages from EE, Sky, or Virgin.
