upload speed are dropping

Having an issue with upload speeds and notices of bad network connection related to this over recent weeks 

only 1 device connected to the router 

see screen capture below from the talk talk speed test upload graph its been as low as 1.5

Please advise down load speeds 16mb and 12 to device. 

Fibre 35 product.
