Cannot access webmail

I am on holiday in Europe.  At home I download my email to my laptop.  On holiday I use webmail.  Until yesterday lunchtime I was able to access webmail.  My internet connection is fine as I can access BBC, Telegraph etc.  When I enter 

https//portal.talktalk.co.uk it hangs & does not get as far as being able to enter my email address & password

Why should using a UK VPN make any difference?

so far I have been in Hungary, Croatia, Serbia & Romania where webmail worked OK.  Now back in Serbia it does not work.  It does not make sense.

Try using a VPN with a UK IP address.
