Can emails from non-TalkTalk email addresses be sent when using a Talktalk username for smtp.talktalk.net when
a. Connected to Talktalk Internet
b. Connected to a non-TalkTalk Internet connection?

Yes it did work up to last year when TalkTalk took decisive action to stop spam sending at source by enforcing the use of secure authenticated mail only.
ic24.net is part of the Plusnet family of mail domains including plus.net, force9.net, freenetname.co.uk and madasafish.com etc
Plusnet did operate an insecure relay mail server relay.plus.net via port 25 for mail sending but I'm getting no ping response from that server so I guess it's no longer in service. Plusnet ceased offering new customers access to email services by July 2022. Continuation of the email service for existing customers was under review.

It used to work for years on a TalkTalk connection.

Neither.
TalkTalk will authenticate only the sending of TalkTalk domain mail messages via the TalkTalk SMTP servers.
If you wish to send non-TalkTalk domain emails then use the designated SMTP server for that domain. For example, if you have a personal domain email address then the mail hosting service for that personal domain will have its own SMTP servers.
