I am unable to send or receive email using my desktop email browser (Live Mail 2012).
I checked the email settings and changed them to the correct settings – the problem continued.
Incoming mail
Email server mail.talktalk.net
Server port (POP3) 995
Encryption method not checked
Outgoing mail
Email server smtp.talktalk.net
Server port 587
Encryption method not checked
I have checked the Community articles and one said
That the account may have been deactivated
This seems to be confirmed by the error message I received
The message could not be sent because the server rejected the sender's email address. The sender's email address was obscured for customer security
Subject 'testing'

Server Response: 530 5.1.0 dFr6pHlxNecIN Authentication Required (TT401)

It also said that after changing the settings contact Support to have the email account reactivated.
I asked Chat to do so, but they ignored the request.

Let's get to grips with the last question first. It answers all your questions.
Use Thunderbird. Add TalkTalk email accounts as IMAP email accounts. You can use Thunderbird to save wanted emails in Local Folders. Don't allow Thunderbird to compress those folders. Thunderbird also supports drag and drop copy for email folders. So you can drag and drop saved folders from your computer containing emails as eml files to Local Folders saved under Thunderbird's folder view structure.
You can also drag and drop Thunderbird Local folders containing emails to existing folders in the mailbox of an existing TalkTalk email account. For example, drag and drop a Thunderbird Local folder to a My Folders mailbox folder in Thunderbird. A sub folder will be created and Thunderbird's IMAP connection will synchronise that new sub-folder to the My Folders mailbox folder online.

I have over 600 stored email folders, plus more subfolders. Its not practical to copy the emails one at a time.
Is there a way to import email folders, with their subfolders and emails, into Talk Talk Mail?
Can Windows Mail be set to store emails on my computer instead of leaving them in Talk Talk Mail?
Is there a free email browser that will allow me to store my emails on my computer?

Add a TalkTalk Mail account to Windows 10 Mail:
By using an IMAP email account your TalkTalk Mail mailbox, emails and folders will be synchronised to Windows 10 Mail
To export mail messages from WLM export from Windows Live Mail by going to File > Export email > Email messages > and follow the wizard to export and save WLM emails in eml format to a location on your computer. You can import those mail messages into TalkTalk Mail by simply dragging and dropping an eml file onto a folder in TalkTalk Mail webmail.
Exporting contacts from WLM to the TalkTalk Mail Address Book:

Follow the instructions to Import the saved WLMcontacts.csv
Tip: to make sure you're exporting the right fields do a trial run by exporting a contact from TalkTalk Mail to see what format the CSV file needs to be. View the CSV file in Notebook.
TalkTalk Mail contacts imported to Windows Mail:
Microsoft People doesn't have a facility to import a CSV contacts file which is how you get your TalkTalk Address Book contacts exported from the TalkTalk Mail app into another contacts app. So you can either get Microsoft People contacts from either a Microsoft account or a Google contacts list.
As a TalkTalk Mail user I have a neat workaround for you using Google Contacts.
Export TalkTalk Address Book contacts as a CSV file:

I installed Windows Mail.
How do I transfer saved emails and contacts from Live Mail to Windows Mail?

TalkTalk does not support Windows Live Mail 2012 (WLM) because WLM does not support secure encryption to the required minimum TLS 1.2 standard. WLM is inherently insecure and is a deprecated product that you must cease connecting to your TalkTalk mailbox.
Your definition of "correct settings" is most definitely not correct.
What devices do you use and with what operating systems and do you have a preference for an updated email product?
The upgrade path is Windows Mail on Windows 10 or 11, a paid upgrade to Outlook 2016 - Outlook 365, a free upgrade to Thunderbird or BlueMail desktop email app or software of your choice. Let us know and you'll get help to set up the real correct settings.
In the meantime you can access your tiscali mailbox using TalkTalk Mail webmail via an up to date Internet browser like Chrome, Firefox or Edge.

Enter your full TalkTalk Mail email address and password, select Sign in.
