How do I recover my folders in email on my Fire 3 tablet and how do I make new folders in email on my Fire 4 tablet.

Your Amazon Fire tablet email apps should be set up for IMAP email accounts.  Folders that you create in your TalkTalk Mail mailbox via the webmail sign in should be replicated by the IMAP synchronisation of the IMAP email accounts on the tablets.
