over the weekend noticed that my tiscali.co.uk mail is not receiving emails from gmail and Hotmail.

I know I don't know why that's in the statement its not my statement. Webmail is a mail client just like any other. I've been told this morning that it should now be resolved.

Your statement that users of webmail are unaffected is not correct. Emails to Tiscali from any domain owned by Microsoft or Google are failing to arrive in the Inbox. It is irrelevant whether the inbox is viewed in webmail of using an email client.
Here is the diagnostic information from outlook.com

Hi all, We’re aware that some of our customers are having problems with their Tiscali email service. Tiscali customers are currently unable to receive emails from Gmail. Senders from Gmail are reporting getting the error message 'The MX host does not match any MX allowed by the STS policy'.
This issue only seems to be impacting email clients (outlook for example), customers using our webmail service aren’t reporting issues.
