help i was with talktalk and my connection was very slow no faster than 9mbps do i have right to cancel contract

What package were you on, @tonybland?

 

What were you told the guaranteed minimum speed was in your contract?

 

For faults like this, you need to give Talktalk a month or so to sort before negotiating leaving without early termination fees or the out of contract notification period. 

 

So much more information is needed in your post.
