HAVE 500 MBS OF DATA EACH MONTH BUT EVEN THOUGH MY MOBILE DATA IS ON ,I HAVE NEVER BEEN ABLE TO USE IT .SO WHEN THERE IS NO WIFI ,I AM STUCK

Are you saying you switch mobile data on but cannot connect via a browser to the Internet? Is your mobile data coverage strong enough? Do you get a 4G bar icon at the top of the mobile screen when mobile data is on? Or perhaps you had 3G coverage and the 3G wireless site has been switched off as part of the Vodafone closure of the 3G network?
