Hi i need to add my partners name to the account, so it has both on when billing. How do i do this

Good point, @jbuchanangb, though I'm not sure that billing would come through to a different email address from the main account holder.
Usually it applies to enquiries about billing etc so that the agent on Chat or phone knows that they are speaking to the authorised nominated user.
You wouldn't be able to put in a second Direct Debit, for example, but could pay over the phone if there'd been a glitch online etc.
Hopefully staff will give further clarification during the week.

You can however appoint a nominated user to have equal authority over your account, even though their name does not appear on the account.

You can't I'm afraid, all TalkTalk accounts are individual.
