BT box damaged in communal flats. Who repairs or pays for the damage?

I live in a block of six flats and the communal BT in box from where connections are taken to each flat is damaged.  Do I call BT? TalkTalk? or the housing association?  My Broadband line is working fine so there is no fault as such but the wires are hanging out above the main entrance. Not really safe eh?

 

Any thoughts
