I have been notified that my Bill is ready but when I log in my details are missing or pages shaded out. I cannot find details of my package or what payments due or made.

Try a different browser and pause any Ad-blocker. The browser you're using either has tracker blocking active or a pop-up blocker active. So either reset the browser to remove such blocking or use an alternative like Edge, Chrome or Firefox but minus the blockers. You'll find settings in the Privacy and Security section of the browser settings menu.
