Thank you to everyone who posted.
I am astounded how odd that I have asked on numerous occasions, numerous different operators, for the method to raise an official complaint and never have I been told to do this, which is the most simple way to raise a complaint! They all just divert my question away from that and onto something else.
After 2.5 hours on the phone yesterday being put on hold and speaking to several agents, none of whom actually understood what I was saying, I have come to the conclusion that that I am speaking with robots with limited intelligence who get stuck on 'repeat' regardless of what you say. I have given up on my quest to seek compensation for receiving 6MB service when paying nearly £50/month for over 100MB service for 2 years, and cancelled my broadband. The way the customer service is set up is to psychologically wear the customer down until they are so fed up, frustrated, with noone listening, going round and round in circles, being put on hold over and over, being told you are being transferred and you are not transferred, that they GIVE UP - very clever methodology and outrageously disgusting. Well it worked on me.
Incidentally, since when does it help to be on the Complaints Line whilst being bombarded with staff cheering, clapping, laughing, shouting at each other and clearly having some sort of party in the background whilst I am trying to dispute a problem?

There is an email address offered now in the Complaints links, @sjhumphreys.
They may call you back rather than email, but it does appear to be a new development in the Complaints process:

Follow the Complaints procedure, linked at the foot of any Talktalk page, @sjhumphreys.
Multiple options are given in links from that page.
