I was told when I joined my bill would not go up in the first 18 months, my monthly charge has gone up well before that

They rather bafflingly call it £X .00 for so many months, but, unless you have the Fixed Price Plus (more expensive than the normal discounted price) your tariff is subject to the April CPI+ 3.7% increase (read the Ts&Cs, linked at the foot of the page, @Paulyboy1).

 

Another thing that can cause a change is if a discounted boost price expires or the boost price increases. That's not part of the core contract, as a boost can be removed any time after a month.
