Since 23rd February no access to emails using Outlook 2010.
Removed account from Outlook and then tried to add it back following the instructions found on this site.
Incoming Mail Encryption Method options SSl or TLS No option SSL/TLS
Outgoing Mail Encryption Method options are the same. There is no STARTTLS option
Error message
* Log onto incoming server (IMAP): The connection to the server was interrupted. If this problem continues, contact your service administrator or internet service provider (ISP)
* Send test e-mail message: An unknown error occurred, error code 0x800c8101

Hi ianv7, MrBear2022 is absolutely right we're restricting customers who aren't using the secure settings that we notified everyone to use.
The reason that 1 mailbox is still working and the other isn't is that our system that's used to restrict the mailboxes doesn't relate them to each other they could belong to anyone.

It's weird that one of our email accounts is still working fine in Outlook 2010 but the other account isn't. Any explanation for that?
Also, downloaded Thunderbird. When I tried to add the talktalk email using the exact details from the link they sent me, Thunderbird tells me "You are about to override how Thunderbird identifies this site." Is it safe to continue?

As I understand it, Outlook 2010 doesn't support modern security protocols that TalkTalk use. Rather than spend money with Microsoft you could try Mozilla Thunderbird.
