Reporting a Scam email

I use the Government and Millersmiles phishing email service as they investigate and destroy the source of a scam email. Recently scam emails sent to them has resulted in a fail response "Message rejected for policy reasons"
Both Government and Millersmiles state that it is not their system causing the rejection and to contact my ISP, ie TalkTalk. Any advice will be welcome.

Are you forwarding the phishing emails?
I think forwarding of emails is still currently suspended(by TalkTalk).
Try sending the phishing emails by attaching them within a new email
