Unable to attach files to emails

I have been receiving numerous phishing emails (supposedly from Talktalk) every day for the past week.  Unfortunately I am unable to attach the files from Finder.  I am using iMac and Safari.  I have been able to attach files in the past but the "attachment window" doesn't show!

Thanks Any.  I have been able to save it to my desktop then drag and drop!
