When I access my LastPass Account to register my phone for Recovery I keep getting the same as attached when using Google Chrome or Firefox browsers.

Then I would suggest that you contact LastPass or GiffGaff.

As Keith has said, this doesn't look like an issue with your broadband service. I googled the error message and the advice was to wait 24 hours and try again

It happens on Google Chrome & Firefox. Internet works OK. Phone provider GiffGaff on O2 network.

This sounds like an issue with browsers, the application or your phone, not your fibre. Does the internet work OK generally & who is your mobile phone provider?
