I have Fibre35, but it seems I cannot upgrade to Full Fibre.

Is this because of Openreach, or is it just that it is not available at my house?

It's not a problem as such, it just it what it is, Openreach appear to have  drawn a line on which you seem to have fallen on the wrong side.  As I said, have a look at the options which are actually available to you, rather than those that are not.

From the 29th of March our TalkTalk Community will move to peer-to-peer support and the TalkTalk team will no longer be here to support with queries.  The problem seems to be that Openreach put broadband on to our estate, but left 5 houses on the end of Southfields BA11 5AN with partial FTTC, which means those 5 houses can only get 35Mbps broadband. Help!

It may be that Openreach do not have a service available, nor one of TalkTalk's other partners. There me be alternative network providers you can check with. Try the Ofcom checker here.
