It's hard to blame the gardener. It was all quite overgrown so he couldn't see and the cable was sitting well above ground level. I would have thought the cable should have been buried.

It can be fixed of course and TalkTalk should pick this up and arrange it for you. From what you have described though it is something that is likely to be chargeable, not the network supplier at fault. Perhaps you can try and recover any costs from the gardener, if they are reputable and insured?
