Since being migrated from Shell Energy a few days ago we keep getting calls allegedly returning ours when we haven't rang them - scam or Talk Talk fault?

Have you checked where the calls are coming from on "who called me"? Etc.
You can apply last caller barring (no charge) if you don't use Callsafe. Use the forum search engine for details of these facilities.
