Openreach Master Socket 5C test socket produces crackling sound on line with different phones

An Openreach Master Socket 5C produces a crackling noiseon the line even when I use different phones that are powered by the landline. The consumer unit in my house was switched off at the time of these tests.
This fault is picked up when I use the tools on the TalkTalk website but I am told again and again the line is clear when tested from HQ.
An Openreach engineer visited recently and could hear the crackling noise. He did not have an explanation for the crackling noise. He left my home to go to the exchange from where he later rang me on my mobile number to say everything there was okay.
Why do the TalkTalk website tools pick something up and create a reference while their line test reports the line is clear?
