what does a minus sign before the account balance mean on a mobile bill 'Your Balance' section

That you're in credit? You will need to check directly with the mobile team though, the support team here do not have access to mobile billing. 

From the 29th of March our TalkTalk Community will move to peer-to-peer support and the TalkTalk team will no longer be here to support with queries.
