Talktalk does sometimes have trouble sending out bills, particularly if you use a Talktalk address.
They will start sending a paper bill [and they charge extra for it] so perhaps change the email address you use to log into My Account etc for billing etc.
Staff will advise further on here [daytime Monday to Friday].
