I’ve tried contacting TalkTalk twice about changing the account holder. My ex holds the account and I’ve sent them instructions on how to relinquish the account, but they’ve since decided to stop speaking to me and decided to simply stop paying for it. According to TalkTalk I just have to wait to be disconnected.

Sorry for the situation you have found yourself in.
Unfortunately in order to change the account holder we need permission from the current account holder.

You need to secure your access. Change password for emails etc.

Please no PM as it’s likely they will get any emails. Although frustrating, it looks like I’ll have to let that account fall into arrears and hopefully open a brand new one with TalkTalk.

Only the account holder can set up the change of account holder, @Victoria33.
If your partner stops paying the bills, the buck should stop with them.
Better to have no internet and start afresh in your own right!
Staff will not be back on here before Monday. You are not the account holder, however, so their help may be limited by the fact that they can only look into the details for the registered account holder. I'll send you a PM.
