I have come across this term on talktalk website - but no description of what it actually is ....

As @fr8ys said it is a specific facility offered to certain Fibre 900 customers. The app will not work for you otherwise.
But you are right to point out that the link in the customer contact page does not work, the support team can hopefully arrange to get that fixed.

And ive explained that a TalkTalk plus customer is a fibre customer who operates their account via an app.

I simply queried what was meant by the term "TALKTALK PLUS CUSTOMER...."
Not "fibre plus" or "mail plus" !

Are you perhaps confusing mail plus with TalkTalk Plus.
They are 2 entirely separate things

Sorry but it is. All Plus customers manage their business and contracts, including help via the App.

It's an app based contract for customers.
