Does talk talk have a social tariff and if so we’re can I find the qualifying criteria and how to access the tarif.

Yes, I mentioned that it is not a social tariff, but it may nevertheless be relevant to the original poster's situation and other people's.
It's not something widely mentioned.
Martin Lewis thinks it's relevant enough to give it a mention today in another article about social tariffs, and with specific mention of Talktalk.
The original poster need only click on the link to assess its relevance for themselves.

@Gliwmaeden2 That scheme is for out of work jobseekers and is only available via JobCentre Plus, not directly from TalkTalk. It is not a social tariff.

It's very specific, and not a social tariff as such - and no phone line nor TV.
