From 1 or 2 days ago, I felt slow speed of my Fibre 65 broadband. Youtube often buffered during watch video. Today I login to my WiFi router, which showed 10.5Mbps download speed and 4.4Mbps upload speed.
I ran SpeedTest APP on my mobile and got the 1Mbps ~ 10Mbps . I also used TalkTalk online connection speed test and got maximum 10Mbps download speed.
I have rebooted my WiFi router and issue still exists.

OK, that's a good sign. Have you tried a full 30 minute switch off of your router to see if a session reset will help? Otherwise I can only refer you to customer services as mentioned earlier.

The usually speed is 60Mbps ~ 70Mbps. My landline is OK. I made a phone call to my landline and talked and did not hear any noisy and latency.

I tested my Landline with phone call, the voice is quite clear and did not hear any noisy. It seems that some download speed cap is added somewhere. 10Mbps seems to be some manually added cap instead of like line break.

Sorry to see this. You didn't mention what your speeds usually are? Also, have you noticed any issues with your voice service at all?
