My broadband was supposed to go live on 5th March.  I cancelled my old service in anticipation.  It is the 8th now and I still don't have a modem or service.  No one answers the Chat.   What is going on?

I'm sorry to hear this. I can see that a complaint has been raised and this is under investigation. The complaints team should be making contact as soon as possible.
