I have just moved into a house that has fibre to the door, and would like to have my existing talk talk subscription moved onto the new house. Talk talk support tells me that I need an engineer to visit to activate my broadband, other broadband providers tell me that this is not the case. There aren't any engineers available in my area for another month, is it really the case that I need to wait that long for an engineer to visit?

Have you tried setting this up through the home move team, @JamesIsCooke?
They should cease your old contract and start a new one at the new address, thereby waiving the home move fee:

Make it clear that you know the new address already has full fibre.
However:
Talktalk will be working with Openreach, City Fibre or another third party, so it may not even have been installed by the same company they use in your location.
Even when someone simply has FTTC, customers are asked to be sure they are available on go live day in case not all is well and it's not just a matter of tweaking things at the exchange etc.
To avoid being charged for missing an engineer visit you are best going by their guidance.
