I want to connect to proper super fast fibre broadband

Hello please help,  please physically connect me to proper super fast Fibre broadband,  the City Fibre green fibre- connection box is right outside my front door.  I'm in a house of 4 flats,  I own mine the other 3 are tenants.  I understand that I need them to sign permission for installation into the house,  even just for my flat.  Please help me, I've asked everywhere,  why is it so difficult? I'm willing to pay for mine installation.  Thank you very much.
