Hi
If windows cannot complete the formatting, this can indicate an issue with the USB Stick.

Windows will not complete formatting NTFS on PC. Completes formatting exFAT though. Totally confused now. Any suggestions?

If I remember, it has to be formatted as exFAT on your PC first.
