It depends whether Talktalk has a deal with the relevant installers, @Ruedewakeni.
City Fibre installed Full Fibre in my street years ago now, but I would only be able to sign up with Vodafone so far.
You just have to keep plugging your postcode into the checkers, and you can always phone up to check what would be available or use Chat.
If it's not yet available through Talktalk, they can't tell you until their deal is up and running for your neighbourhood.
