The bar on my account still hasnt been lifted

My Internet got restricted at around 4:30pm I paid the outstanding balance and my Internet still isn't working I spoke to someone and they said 3 to 5 hrs and my Internet would be back on its still not working it's saying sign into network when I try and connect my phone to the wifi

You may have a fault, as there is no bar on the account , where are you seeing "sign in required"

Yes have re started everything reset my router turned it off for 30 mins it's saying sign in required and when I click it just comes up blank

I cant see any barr on the account have you restarted all the equipment ?

Try following these instructions, @Candice2 :

Make sure that the router is OFF for fully 30 minutes. Then power up again.

It sometimes takes longer, @Candice2, so may be sorted overnight.
