I cancelled my new contract with talktalk within 14 days she confirmed over the phone that there would be no charge exit fee yet I have a letter saying they charging me also shell broadband can't takeover as there is a cease on my line this needs to be removed otherwise I can't change suppliers I can't get through to talktalk for love or money due to covid19 what do I do.

Have you asked TalkTalk to place the cease order? I've sent a PM to confirm a couple of details so we can take a look at your account. I've also noticed a duplicate thread. Please only post in one place regarding your issue to avoid any confusion.
