Woeful Internet Service from TalkTalk

Please explain to me why I should pay good money (c£30 a month) for such poor service.  For instance, it can take up to 20 mins before all details on a web page appears.  I have run an Internet speed test which produced a figure for 0.1M for speed/output.  In short, it is unbelievably slow and is simply not acceptable.

Therefore, your help in resolving this matter is appreciated.
