Call Barring 1478 not available

Have been on to talktalk 4 times to tell them that despite my account telling me we have call barring when I dial 1478 it says call barring not available.

Last caller barring

I have last caller barring turned on in My Account and I do not use call safe but when I call 14258 after receiving a spam call I get a message saying the service is not available. How do I get this to work ?
